EdUHK Becomes World Bank Consultant to Promote Teachers’ Professional Development in Vietnam

The Education University of Hong Kong (EdUHK) was recently appointed by the World Bank to provide consultancy services for the Vietnamese Ministry of Education and Training (MOET), with the objective of promoting the continuous professional development of teachers in Vietnam.

The appointment was made after a rigorous shortlisting and selection process, during which EdUHK stood out among top universities and education consultancies from North America, Europe, Asia and Australia.

EdUHK’s project team will serve as the Consultant for the MOET’s Enhancing Teacher Education Program (ETEP),  providing 10-month consultancy services for eight Lead Teacher Training Universities (LTTUs) in Vietnam through a series of face-to-face training workshops and school-based consultancy and support to enhance the effectiveness of their teacher and principal education. Selected by the MOET, the eight LTTUs span across Vietnam, from Hanoi in the north to Ho Chi Minh in the south. These teacher training universities will eventually serve as stewards of the new continuous professional development system in Vietnam.

EdUHK’s role is to help the World Bank task team and MOET to elaborate and finalise the Performance Agreements between the MOET and the LTTUs and to create a mechanism for tracking the implementation. EdUHK will also build the LTTUs’ capacity to develop their institutional development strategies and plans to enable them to implement their Performance Agreements efficiently and effectively.

Led by Professor John Lee Chi-kin, Chair Professor of Curriculum and Instruction and Vice President (Academic) of EdUHK, the eight-member project team is made up of renowned education experts at EdUHK, namely:

  • Dr Margarita Pavlova, Associate Professor of the Department of International Education and Lifelong Learning (Deputy Team Leader);
  • Professor Tsui Kwok-tung, Professor (Practice) of the Department of Curriculum and Instruction (Associate Team Leader);
  • Professor May Cheng May-hung, Chair Professor of Teacher Education (Associate Team Leader);
  • Professor Kerry Kennedy, Advisor (Academic Development)  (Member and Contact Point);
  • Professor Allan Walker, Joseph Lau Chair Professor of International Educational Leadership(Member);
  • Professor Bob Adamson, UNESCO Chair in Technical and Vocational Education and Lifelong Learning, and Chair Professor of Curriculum Reform (Member); and
  • Professor Lim Cher-ping, Chair Professor of Learning Technologies and Innovation(Member).

EdUHK President Professor Stephen Cheung Yan-leung said the appointment of EdUHK is testimony to the University’s education leadership in the region. “We are very pleased to have the opportunity to contribute our expertise to a nation-wide project in Southeast Asia. Building on our track record in the region, I have every confidence that we can have a positive impact on the transformation and enhancement of Vietnam’s teacher education through this knowledge-transfer project.”

Prior to this involvement with the ETEP, EdUHK and its predecessor were commissioned by the World Bank, Asia Development Bank, European Union, APEC, UNESCO and UNEVOC to participate in numerous education-related consultancy projects in Asian countries.

Project team leader Professor John Lee said, “We have a very strong expert team, drawn from a wide spectrum of specialties, covering curriculum reform, educational leadership, quality assurance, teacher development and vocational education. This is a mutually beneficial project, in which EdUHK can work with its Vietnamese counterparts and the World Bank team to realise the country’s educational reform goals.”
